1 Glenmoore, Pennsylvania 19343 POLICY ON' EMERGENCY REMOVAL AND TEMPORARY RELOCATION OF STUDENTS I.

Rationale:

In the event of an emergency situation which threatens the health, safety, or well-being of students in residence, it may be necessary to remove and temporarily relocate some or all of those residing at Camphill Special Schools.

This policy contains plans to facilitate such emergency actions.

This policy is developed in response to Mental Retardation Bulletin #99-81-42 (October 26, 1981) and Sections 9054.17d and 9054.188 of the Community Residential Facilities regulations.

II.

Student Relocation Information:

For each student currently enrolled, and for all students to be admitted, information shall be obtained in writing and kept on file which will enable parents or guardians, or those designated responsible by parents or guardians, to be contacted to pick up their child for temporary relocation.

The information shall con-tain at least the address and phone number of the persons responsible for providing the temporary relocation setting.

III. Emergency Evacuation Sites:

In the event of an emergency situation which requires evacuation before removal to the temporary relocation settings can be accomplished, students will be evacuated to one of these emergency evacuation sites:

Details of facilities and services available at these evacuation sites, as well as the contact person (s) are attached to this policy.

All students evacuated to these emergency sites shall be accommodated with adequate supervisory staff (staff: student ration 1:4) by Camp-hill Special Schools, until the students are moved to their temporary relocation settings or returned to the program.

Procedures for Emercency Removal:

(A)

Decision to relocate or evacuate:

A decision to relocate or evacuate shall be made by the Director, together with other administrators, houseparents, medical officer, and/or other staff members necessary to assess the situation.

Local authorities such as Ludwig Corners Fire Company, Pennsylvania State Polic'e and the local emergency management officer shall be consulted as deemed necessary to reach a prudent decision.

A de-cision to relocate or evacuate shall be recognized as a major disruption of program and shall only be made on a sound basis.

A decision to relocate or evacuate shall be made, however, if there is any reasonable threat to the health, safety, or well-being of any resident (s).

The decision to relocate or evacuate shall include a determination of the deadline hour by which relocation or evacuation shall be completed.

If the deadline time exceeds 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />, then the

" Relocation Procedures" which follow shall be initiated.

(3)

Relocation Procedures:

(1)

The Director, together with others, decides which students must be relocated and the deadline hour for completion.

If the deadline time exceeds 36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br />, the subsequent steps of this procedure are followed.

If the deadline time is'36 hours4.166667e-4 days <br />0.01 hours <br />5.952381e-5 weeks <br />1.3698e-5 months <br /> or less, " Evacuation Procedures" must be followed.

(2)

The houseparent of each student to be relocated is notified by the Director or his designee of the decision to relocate, the reason for relocation, and the deadline hour for completion.

(3)

The houseparent notifies by telephone the contact person on file for pick-up of each student to be relocated.

The houseparent obtains the estimated arrival time of the contact person or his representative.

If the arrival time is prior to the deadline hour, no further steps need to be followed.

If the contacted person (s) on file cannot be reached by telephone, the Director shall be notified to initiate

" Evacuation Procedures."

If the contact person cannot arrive prior to the deadline hour, the Director shall be notified to initiate

" Evacuation Procedures."

If the contact person does not arrive prior to the deadline hour, the Director shall be notified to initiate " Evacuation Procedures."

(C)

Evacuation Procedures:

(1)

The Director, together with others, decides which students must be evacuated and the deadline hour for completion, and which students shall be evacuated to which emergency evacuation site.

A decision is also made whether time allows to evacuate using Camphill Special Schools' own vehicles, or if the vehicles available through the local emergency manage-ment office must be used.

The Director or his designee notifies the evacuation site (s) of the need to evacuate, and initiates the mobilization of the local emergency management office's vehicles if needed.

(2)

The houseparent of each student to be evacuated is notified of the decision to evacuate, his evacuation site, the reason for evacuation, the deadline hour for completion, and the vehicles to be used.

(3)

If time allows, the houshparent notifies by telephone the contact pers'6n on file for pick-up of each student to be evacuated.

The houseparent informs the contact person of the emergency evacuation site.

Notification prior to evacuation will facilitate pick-up for relocation from the evacuation site.

If time does not allow for notification prior to evacuation, the houseparent will notify the contact person as soon as possible after evacuation has been accomplished.

(4)

If Camphill Special Schools' vehicles are to be used for evacuation, the houseparents within the same neighbor-hood shall coordinate all neighborhood vehicles for the evacuation of all neighborhood residents.

If for any reason the neighborhood finds itself unable to adequately evacuate its own residents, it shall inform the Director of its need for assistance.

(5)

If vehicles provided by the local emergency management office are to be used for evacuation, the houseparent shall keep all to be evacuated in the residence to await pick-up.

If the residence is unsafe, the houseparent will relocate the residents in a safe building and inform the Director.

The Director may order houseparents to relocate residents in ancther building or area on the grounds either as a safety measure or to facilitate pick-up.

(6)

The houseparent will see that all students evacuated are supervised by staff in the ratio of at least one staff person for every four children.

If the houseparent cannot have adequate supervision provided throagh his residential staff or through his'own neighborhood, he shall request assistance from the Director.

The houseparent will see that all students dependent etc., are evacuated on medications, specialized equipment, with adequate provisions.

The houseparent will see that all students are evacuated with clothing adequate for the season and weather conditions.

Responsibilities of Camphill Special Schools:

The Director has the primary responsibility for the emergencyfollowing residents under the removal and temporary relocation of all circumstances:

VII. County MH/MR Program Responsibilities-The County MH/MR Program Administrator has the responsibility for the removal and/or temporary relocation of all residents placed by the County MH/MR Program under the following circumstances:

(A) the County determines that the health, safety, or well-being of residents are jeopardized by remaining in the program.

(B) an action taken against the program by a court or government body, including the Department of Public Welfare, requires that the program be closed er that residents be removed from the program.

(C) the community residential program fails to fulfill its responsibilities for L.e emergency removal and/or temporary relocation of residents, as provided in this policy or Department. regulations.

When a County decides to remove residents from a program, the County MH/MR Administrator shall immediately notify the Regional MR Office of the reason (s) for this decision and of the County's plan to relocate ths residents.

If appropriate, the County shall also notify the County's emergency management office, fire depart-ment and other local authorities.

When the responsibility for emergency removal and temporary relocation of residents belongs to the County, the director of the residential program shall make suitable arrangements for the removal of residents on or before the date specified by the County.
