Dear Mr. Hind:
Sequoyah Fuels Corporation (SFC) requests amendment of License SNM-928 to authorize possession of up to 6,000 kilograms of thorium in any physical or chemical form. The basis for the request follows.
The Cimarron site presently contains contaminated wastes properly buried in accordance with provisions of old 10 CFR 20.304.
The waste contains both uranium from the uranium fuel plant at Cimarron and thorium from the thorium metal plant at Cushing (License SMB-664).
While the waste was properly disposed of, SFC nevertheless intends to excavate, treat if necessary, repackage and ship the materials to a comercial disposal facility in conjunction with decomissioning the uranium fuel plant.
License SNM-928 authorizes the possession and use only of natural and enriched uranium compounds.
- However, the excavation, treatment, repackaging and shipment of the now buried material will involve
" possession" of thorium.
Therefore, we request amendment of the license to accomodate the situation.
