Based on prior discussions oetween NRC and FEMA headquarters, it has been agreed that this issue is primarily an offsite matter.
Therefore, FEMA l
Headquarters should be consulted for guidance to ensure that the extent of participation for Seabrook is consistent with that required at other sites I
prior to licensing.
