Quality Assurance Program for Packaging and Shipment of Radioactive Sealed Source Milan Army Ammunition Plant (MAAP), Milan, Tennessee is a federal facility operated contractually by Martin Marietta Ordnance Systems, Inc.

MAAP is in possession of an Americum 241 sealed radioactive source, 500 mil 11 curies.

The source has been declared excess and remains in On-Site storage.

Storage is covered by NRC byproduct material license number 41-03327-03.

The source is an intregal part of metal probe.

The source was originally a part of an experimental propellant quantity gaging device which was designed by an element of the United States Army and which was shipped (after proper license was obtained) to this plant for experimental development work in connection with the conceived gaging method.

By the time the device was actually delivered, the need for it had deminished. After limited experimental use, the Army directed that the device be retained for possible future re-evaluation.

The probe containing the source was removed and stored in a secure location. More recently the Army decided retention was no longer necessary. The remainder of the device, containing no other radioactive components, has been destroyed. The source has remained in storage for several years, pen.fing disposal efforts. Martin Marietta Ordnance Systems, Inc. (licensee) has arratged for the source to be returned to the supplier, Tyco General Nucleonics. Inc., Pomona, California. Tyco General Nucleonics, Inc. has agreed to receive and assume ownership of the AM-241 source and two each AM-241 reference sources (0.0061 and 0.0438 microcuries). They are to furnish the present licensee a copy of a proper license authorizing possession.

To provide for proper transfer of the source by the licensee to Tyco General Nucleonics, Inc., 2807 Metropolitan PL., Pomona, California 91767, the licensee is submitting the following quality assurance program (plan) for inspecting, packaging, labelling and shipment of the items in accordance with requirements contained in U.S. NRC Rules and Regulations. Title 10, Chapter 1, Code of Federal Regulations, Part 71, Subpart H, Paragraph 71.101(b).

Inspecting Prior to Packaging NRC byproduct materials license number 41-03327-03 requires that the AM-241 500 millicurie sealed source be leaked tested for leakage and/or contamination within six months prior to the date of use or transfer.

The licensee conducted the required leak test on February 26, 1986, using the procedures set forth in application for the present license. The removable contamination was much less than the maximum permitted (0.005 uC1) by NCR regulations.

A copy of the leak test certificate will be forwarded to General Nucleonics.

Surface readings (dose rate) were taken and are shown on Figure I " Shipping Container".

Quality Assurance Program for packaging and Shipment of Radioactive Sealed Source (CONTINUED) u Packaging Method Since the AM-241 source activity exceeds the A2 quantity, the items are to be packaged in a Department of Transportation (DOT) 6M, Type B outer shipping container having a DOT 2R (metal) inner container, both of which were manufactured 2-10-86 by-FBF Nuclear Containers, Knoxville. TN.

(container certification of compliance attached). -The AM-241 source (Figure II attached) is atored in " Shipping Container" (Figure I attached). The Figure I container and the two reference sources will be in the DOT 2R container in accordance with Figure III (attached).

After packaging, the integrity of the containers, locking devices and seal will be assured. Monitoring at the exterior surface and one meter from the surface will be conducted to document the radiation level.

Shipping and Labelling Shipping will be by normal motor freight. The dose rate measured on the Figure I container indicates that the shipping container will require Radioactive White 1 Labels. The source will be shipped as Radioactive Material, N.O.S.

Shipping Papers In addition to other necessary notations on a Bill of Lading, the Bill of Lading will also contain the notation:

Consignee Notification Immediately.upon shipment, the consignee will be notified as to date of shipment, carrier, bill of lading number and any othar pertinent information.
