October, 1986 SERVED OCT 151986 As New H m pshire's First District Representative in Congress, I have spoken with many constituents about Seabrook Station. We comon denominator in these conversations is a need to know that maximum safety is achieved in the design, construction and operation of Seabrook Station itself as well as in evacuation planning for the Seacoast area.
Werefore, let me take this opportunity to stress the inportance of these proceedings in allowing for a balanced presentation of very serious issues and to urge all participants in this process to join me to ensure that safety does come first with Seabrook.
In this regard, it is my understanding that three categories of on-site safety issues are unresolved from the 1983 Atcmic Safety and Licensing Board (ASLB) hearings which the Board is revisiting at this time. These remaining on-site issues raised by intervenors include the adequacy of on-site mergency action levels, Seabrook's Safety Parameter Display Syste (SPDS) to facilitate plant operation surveillance, arx! Seabrook's equipment qualification program to ensure that operation and safety systes meet the requirments for post-accident life operability. It is critical to New H a pshire's future that these and other Seabrook licensing issues receive top priority and timely resolution by the Board.
Furthermore, by allowing public coment into the proceedings and giving the issues raised by those genuinely concerned enough to participate as intervenors in the licensing process the constructive and rational consideration they deserve, this Board helps to maintain public confidence in the licensing process. Carried out in an open and thorough manner, I am confident the regulatory process can insure that Seabrook meets the maximm safety ch:11enge.
Finally, in recognition of the fact that public coment during these quasi-judicial proceedings is unique, I would like to thank Judge Wolfe for the opportunity given to myself and other concerned citizens to participate in these proceedings.
