DPR-54 PROPOSED AMENDMENT NO. 151 In accordance with 10 CFR 50.90, the Sacramento Municipal Utility District proposes to amend its Operating License DPR-54 for. Rancho Seco Nuclear Generating Station Unit No. 1.
Proposed Amendment No. 151 implements the provisions of Generic Letter 84-13 (May 3, 1984) which states that "a licensee may choose to request a specific license amendment to delete the tabular listing of snubbers from its technical specifications." Concurrently, relevant changes are made in the Rancho Seco Technical Specifications for wording consistency with the LC0 and Surveillance Standards of the Standard Technical Specifications and the Revised Model Technical Specification for Snubbers enclosed with the generic letter.
In addition, the Snubber Seal Replacement Program and the specific snubbers included in this program have been deleted. This constitutes the District's withdrawal from the relief given by the NRC in Amendment No. 77.
The Snubber Seal Replacement Program is replaced by Snubber Service Life Monitoring. Also, an action statement is added specifying 10 CFR 50.59 safety analyses for chancjes resulting in snubber quantities, types or locations. The changes in this proposed amendment are discussed in detail in Attachments I, II and III, which are the Safety Analysis, "No Significant Hazards" Evaluation and Description of Proposed Changes, respectively.
Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.
Enclosed is a check in the amount of $150.00 as required by 10 CFR 170.21,

ATTACIMENT I SAFETY ANALYSIS Pursuant to the provisions of Generic Letter 84-13 (May 3, 1984), Proposed Amendment No. 151 deletes the tabular listing of snubbers required to be operational in Table 3.12-1 of the Rancho Seco Technical Specifications, and those only to be functionally tested as part of the Snubber Seal Replacement Program listed in Table 4.14-1.
Deletion of the latter table and of Specification 4.14e, Snubber Seal Replacement Program constitutes the District's withdrawal of the relief given by the NRC in Amendment No.
77.
The proposed amendment modifies Specifications 3.12 and 4.14 for consistency with the wording of the Revised Model Technical Specifications for Snubbers enclosed with GL 84-13 while retaining plant specific wording of the Rancho Seco Technical Specifications.
An action statement is added to Specification 3.12 which allows restoration of system operability by removal of an inoperable snubber (s) and performance of appropriate analyses pursuant to 10 CFR 50.59 for snubber modifications.
This added action statement is in accord with provisions of GL 84-13.
Specification 4.14e, Mechanical. Snubber Functional Test Acceptance Criteria is added using the wording provided in the Revised Model Technical Specifi-
-cations for Snubbers, as is Specification 4.14f, Snubber Service Life Monitoring.
The District has reviewed this proposed amendment and concluded that while continuing to minimize personnel exposure and risks to personnel safety, the changes would not reduce the availability of those snubbers which are needed to ensu~re that structural integrity of supported systems is main-tained during and following a seismic event or other conditions of dynamic loading. Thus, the proposed amendment is judged as not involving an unreviewed safety question, and safety of the plant or the public is not endanged.
ATTACHMENT II "N0 SIGNIFICANT HAZARDS" EVALUATION Proposed Amendment No. 151 implements the provisions of Generic Letter 84-13 (May 3, 1984) which states that "a licensee may choose to request

Concurrently, relevant changes are made in the Rancho Seco Technical Specifications for wording consistency with the LC0 and Surveillance Standards of the Standard Technical Spec-ifications and the Revised Model Technical Specifications for Snubbers enclosed with the generic letter.
The District has evaluated the proposed amendment against the criteria of 1'0 CFR 50.92, namely that the proposed changes would not:
1.
Involve a significant increase in the probability of an accident previously evaluated; or 2.
create the possibility of a new or different kind of accident from any accident previously evaluated; or 3.
involve a significant reduction in a margin of safety.
The proposed amendment does not involve a change in the configuration of Rancho Seco. Thus, it does not increase the probability or consequences of an accident, nor does it introduce the possibility of a new or different kind of accident previously evaluated.
The District has concluded that the deletion of snubber listings from the Rancho Seco Technical Specifications would not alter the scope or type of testing required, nor change the operability requirements for applicable snubbers.
It should also be noted that record _ keeping requirements have been added as Specification 4.1.4f for consistency with the Standa'rd Technical Specifications. Thus, a reduction in the margin of safety is precluded by this specified Snubber Service Life Monitoring.
On the basis of the above evaluation, and because this proposed amendment is an implementation of recommendations given by the NRC in Generic Letter 84-13, the District concludes that the proposed changes do not involve a significant hazards consideration.
