QUALIFICATIONS FOR RADIATION PROTECTION MANAGER (RPM)
Recently a member of your section requested IE's reading of the RPM experience factors mentioned in Regulatory Guide I.8, Rev. I-R, " Personnel Selection and Training." A Region I licensee had proposed to allow a one-for-one substitution of an incumbent's technician experience for the Regulatory Guide's stated
... at least 5 years of professional experience..."
Consistent with NRR's Radiological Assessment Branch's position, IE agrees tint technician experience is not equivalent to professional experience.
NRR did agree that exceptions may be granted under certain special circumstances but such cases would be examined strictly on a case-by-case basis. As was discussed earlier, we wculd reconnend issuance of a citation, given that the licensee is still unwilling to submit for a technical specifications change.
