This refers to the infomation submitted on January 3, February 14, March 20, and March 26, 1986, in connection with the CASTOR MTR cask.
We have reviewed the infomation pertaining to the test cask and the casks proposed for use. Although the cask you tested had a slightly lower fracture toughness (Kin) value than the other casks; the test cask had substantially better ductility and a higher ferritic content. The rechanical properties of the cask you tested are not representative of the corresponding properties of the casks proposed for use (except for K
values). Further, in view of the 1983 test failures which recently m
carne to our attention, we intend to reassess the question of whether this material is suitable for shipping casks.
We have advised the U.S. Department of Transportation that we cannot recornend that the certificate for the CASTOR MTR cask be reva11 dated for use in the U.S.
Also, since we could not favorably resolve the question concerning raterials of construction, we did not review other aspects of the cask design.
You requested that all the informatfore provided on February 14, 1986, and r, arts of the infomation provided on January 3 and Parch 26, 1986, be withheld from public disclosure. We are returning this infomation under separate cover except for your response to Iten 18 concerning cask failures and the infomation which shows that the cask tested was not representative of the casks proposed for use.
If you desire the infomation we are retaining to be withheld fron public disclosure, you should provide an affidavit pertaining to the reasons and bases for which withholding is requested.
