. FROM: Victor Stello, Jr., Director, Division of Operating Reactors, NRR

SUBJECT:

CLARIFICATION OF " EQUIVALENT" IN DESCRIPTION OF l .

RADIATION PROTECTION MANAGER QUALIFICATIONS In'a memo from Goller to Branch Chiefs entitled " Qualifications of Radiation Protection Managers and Individuals Qualified in Radiation Protection Procedures" dated February 5,1977, Regulatory Guide 1.8, i

Revision 1. Septemb5r 1975 was referenced with respect to guidelines for the P.adiation Protection Managers (RPH) qualifications. Regula tory Guide 1.8 states that "the RPM should have a bachelor's degree or the equivalent in a science;or engineering subject including some formal training in radiation protection." To clarify the intent of "or the

equivalent" when referenced to " bachelor's degree," NRR has estab-i lished some guidelines that can be used by I&E during their inspection l of the Administrative Control section of a licensee's technical speci-

'j fication. Our definition of " equivalent" is as follows: Equivalent, as used in Regulatory Gttide 1.8 for the bachelor's degree requirement,

, may be met with any one of the following: (a) 4 years of fornial 4

schooling in science or engineering, (b) 4 years of applied radiation ~"

protection experience at a nuclear facility, (c) 4 years of operational or technical experience / training in nuclear power, (d) any combination of the above totaling 4 years.

s  :

It should be noted that the above requirement is in addition to the requirement for professional experience in applied radiatio'n pro-tection as specified in the Guide. Our staff will be glad to assist you if there is a need for further discussion ividual cases.
