OF SEPTEMBER 10, 1986 MEETING AT BETHESDA WITH GPU NUCLEAR, SAXTON NUCLEAR EXPERIMENTAL CORPORATION TO DISCUSS PLANNED DECONTAMINATION AND DISMANTLEMENT ACTIVITIES AT THE SAXTON REACTOR Meeting Summary:

A special meeting set by mutual agreement between representatives of GPU -

Nuclear and NRC, NRR was held to discuss and clarify regulatory requirements applicable to additional partial decontamination and dismantlement activities being planned at the Saxton Nuclear Experimental Corporation shut-down reactor.

Details:

The meeting was held at the Nuclear Regulatory Comission's offices, Room 9609 in the Maryland National Bank Building at 1:30PM on September 10, 1986.

The purpose of this meeting was to discuss tentative plans by GPU Nuclear and Saxton Experimental Corporation to resume decontamination and dismantlement activities of the shut-down Saxton reactor, and the related regulatory and l license aspects of the action. Meeting attendees are listed in the enclosure.

i l Saxton (GPU) personnel showed a short film that briefly traced the history of the Saxton demonstration power reactor, showed the site, buildings and other

structures, and outlined the plans for additional partial dismantlement.

l The discussion reviewed the status of groundwater seepage into the basement

! area of the Radwaste disposal facility (RWDF) and associated pipe tunnel during the past ten years or so, and the plans to dispose of this water. This topic had also been discussed by the licensee at a meeting with NRC Region I personnel at a meeting on July 25, 1986.

S:ptemb:r 17, 1986 The licensee discussed tentative plans to analyze and characterize the residual radioactivity following disposal of the above-noted groundwater, and the subsequent applications to NRC for authorization, as necessary, to conduct further maintenance, decontamination and dismantlemer.t of structures other than the reactor containment vessel, that are within the exclusion area defined in the license (possess-but-not-use).

The NRC staff discussed the kinds of activities that would require prior approval, by license amendment or Order, before the licensee could perform the activities, and the related regulatory requirements. In accordance with 10 CFR Part 51, it appears that NRC might have to issue an Environmental Impact State-ment in conjunction with the action. This question is yet to be fully resolved.

The licensee pointed out that almost all of the residual radioactivity at the site is in the reactcr containment vessel, which is not planned for dismantle-ment in this next phase of actions.

Other details of timing, format, general content of submissions, distribution lists, points of contact among all organization concerned, etc.

One member of the public from the community of Saxton attended the meeting, asked some questions, and expressed the concerns of the local group he was representing.
