Dear Mr. Berkow:

This letter requests an extension until January 30, 1987 for providing the information requested in the referenced May 7, 1986 letter. The need for an extension to the August 31, 1986 response date requested in your letter was discussed with the Peach Bottom Unit 1 Project Manager during an August 11, 1986 telecon, and we were advised to follow up with a formal request.

As stated in the referenced letter, the information is needed to complete the review of Philadelphia Electric Company's Application, dated November 24, 1975, to extend the expiration date of the decommissioned Peach Bottom Unit 1 possession only license. Extensive and detailed information was requested regarding the quantity of radionuclides in the facility, expected reductions in radiation exposure to workers and radwaste volumes, and environmental effects, resulting from a delay in final dismantlement.

Philadelphia Electric Company's licensing personnel reviewed the proposed content of the response to the May 7, 1986 letter with Mr. Erickson during the August 11, 1986 telecon. As discussed during the telecon, the response would provide the information requested by the referenced letter with the exception of the reply to Enclosure No. 2, item (4), which would identify the benefits of long-term storage in a qualitative manner, based d

Mr. Harb3rt N. B3rkow August 29, 1986 Page 2 on previous industry /NRC studies, rather than on Peach Bottom Unit 1 specific dismantling plans which have yet to be developed.

For the same reason, the response to Enclosure No. 2, item (5) of the May 7, 1986 letter would generally address the subject of background radiation levels existing in plant structures at the end of long term storage. Further, the Peach Bottom Unit 1 Project Manager Mr. Erickson concurred with the recommendation of Philadelphia Electric's Licensing Section that an update of License DPR-12 and its associated Technical Specifications would be useful.

The retrieval of the Unit 1 operating and design data from the records archives, and the identification of the methodology needed to respond was recently completed. An additional five months will be needed to perform the necessary analyses, and prepare and review the various documents requested by the May 7, 1986 NRC letter. Considering the magnitude of the effort, the extensive review required of licensing material, and other priorities associated with our two operating facilities, we believe this to be a reasonable schedule. Consequently, a submittal date of January 30, 1987 is proposed. It is our intention to update the Unit 1 Project Manager periodically with the progress associated with the development of these documents.
