APPROVAL OF STARFIRE PROJECT AND FUNDING l have reviewed the STARFIRE Project Charter Capital Planning and investment Control 1

(CPIC) documentation, and the Project Action Plan which you provided to me on January 26, 1998. I approve the project as outlined in the documentation.

As I have stated in previous discussion and correspondence on this subject, i beli6ve that it is essential that the NRC put in place an accurate, agency wide resource management system.

This system will be crucial to our at,llity to make sound programmatic decisions and plans. The action plan requires additional review in order to secure a number of components of the system including labor cost distribution and performance measurement. The importance of the remaining components cannot be understated and must be pursued aggressively in order to ensure that the STARFIRE system will support programmatic and resource planning and execution. r -

After renewing the CPlO and other discussion of the funding requirements of the system, I approve the request for the use of $3.2 million in carryover funds in FY 1998. The CPlc analysis projects a break even within four years and savings thereafter. This analysis indicates that this system will not only provide for more coherent resource marmgement, planning and monitoring, it will provide this increased capability at a saving over our current systems.

Although I do approve the use of carryover fands, I do so after very careful consideration of the use of any of the available carryover funds and after significant review of the cost and benefits of this project.
