PERFROMANCE PLAN I have one comment and some edits on the current draft of the FY1999 Performance Plan provided to the Chairman in a memorandum from Jesse Funches on February 2, 1999, and circulated as COMSECY 98 003.

On page 8 of the draft, we have modified the figures for operating reactors and reactors in decommissioning to reflect the decisions on Zion 1 and 2. However, there is a drop in operating reactors of 2 but an increase in decommissioning reactors of 4. Please verify the current numbers are correct and explain the apparent discrepancy.

Performance Evaluation Program M The NRC, with Agreement State participation, conducts periodic BfPEP reviews of Agreement State and NRC regional office programs for adequacy to ensure public heahh and safety and compatibihty of Agreement State programs with NRC programs.

Number ofIntegrated Materials Performane Evaluation Program (miPEP) reviews of Agreement States and NRC Regional Omces completed.

FY 1999 Target:

Complete 10 Agreement State IMPEP miews, and 2 NRC regional BiPEP reviews.

This activitybiojrsin includes lucident and accident investigation to ensure that significant eve invohing radiological material are investigated in a timely, systematic, and technically sound manner and that information is obtained on the causes of the events so that NRC can corrective actions that are timely and effective. This activity also includes maintenance of the NRC's incident response capability to ensure that it is prepared to respond to any radiologica emergency at NRC-licensed facilities or Agreement State licensed facilities or invohing NRC-licensed or Agreement State-licensed material.

The NRC will review radiological event reports, NRC inspection reports, and U.S. industr reports. On the basis of this comprehensive and systematic review ofradiological event data sources, significant events are identified and selected for further in-depth evaluation to assess the root causes of the identified deSciencies, the safety significance and generic implications of the deficiencies, and the adequacy of corrective actions implemented and/or planned The NRC will continue to issue case studies, special studies, and technical reviews. Results, findings, and recommendations to prevent recurrence will be widely disseminated to the staff, the radiological industry, and the public in a timely manner. In addition, radiological events that are conside be significant from the standpoint of public health and safety will be reported to the Commission with recommendations that they be considered as " abnormal occurrences." On antnnual abnormal occurrences will be reported to the Congress and the public.
