REQUEST FOR STARFIRE PROJECT APPROVAL AND FUNDING Phase I of the agency's System Development and Life Cycle Management (SDLCM)

Methodology for the STARFIRE project has been con 2pleted. A Project Charter, Capital Planning and Investment Control (CPiC) document, and Project Action Plan have been completed by the STARFIRE team and are attached. The Executive Council has endorsed proceeding with the STARFIRE project. To continue with the project your approval is necessary for the following:

,O Authority to Enter into a Contractual Arrangement Exceeding $3 Million. Under separate d

cover the Exe,cutive Director for Operations has forwarded a memorandum requesting contract auth' rity to proceed with the initial software purchase, as it will be in excess of o

$3 million over the life of the contract.

In addition, the STARFIRE project, CPIC analysis, shows a requirement for a total project investment of $7.9 million, of which $5.7 million is needed in FY 1998 for an orderly implementation within the scheduled time frame. I therefore, request Commission approval to use $3.2 mi!! ion of carryover funds, % supplement the $2.5 million already designated for STARFIRE in the FY 1998 reprogramming request currently being sent forward for Congressional approval. For FY 1999, the existing hdget exceeds the estimated funding requirement by 50.7 million.

Upon your approval we will award the contract for the suite of modules proposed and initiate evaluation and procurement of remaining modules and required hardware.

Consistent with my vote on SECY 97-293, I believe that it would be preferable to reprogram some FY 1998 funds rather than to tap into the agency's limited carryover funding for the entire

$3.2 million. The staff should therefore investigate possible sources of reprogrammable funds during the quarterly intervals between transfers from carryover, Any savings identified would mitigate the adverse impact of the additional STARFIRE expenditures on the agency's carryover funds.
