In Georgia Power Company (GPC) letter NED-84-054, dated February i9, 1984, we committed to submit to the NRC the required information relative to NRC Generic Lettee-4W28, Action Items 3.1.1, 3.1.2, 3.2.1, and 3.2.2.

At that time, we were planning to review and update only the test and maintenance procedures and the Technical Specifications associated with the Reactor Trip System (RTS) and other safety-related components affected by those Action Items.

However, subsequent to our commitment, the need was identified to incorporate vendor and engineering recommendations and post opera'oility testing into all plant procedures, including those addressed in GL 83-28.

A procedure upgrade program was developed and is currently being implemented. The self-initiated program was designed to provide assurance that:

1.

Post maintenance operability testing is adequately presented in all maintenance procedures.

2.

Appropriate vendor and engineering information is either included or referenced in the procedures.

3.

Applicable regulatory requirements and GPC commitments are accurately reflected in the procedures.

Director of Nuclear Reactor Regulation Attention: Mr. D. Muller, Project Director BWR Project Directorate No. 2 August 21, 1986 Page Two Approximately 5000 prccedures are involved in the procedure upgrade effort, and over (60) contractor and GPC personnel are assigned to the upgrade program.

The estimated comp'iet.!on date for the electrical and mechanical maintenance procedures is late 1986.

The remaining procedures are scheduled for initial implementation by late 1987.

Initial implemen*

',f on will consist of releasing the procedures for validation use only.

Any problems encountered during the initial implementation stages of a procedure will be resolved, and the procedure will be revised to reflect the appropriate change (s).

The procedure will then be formally issued for general use.
