COMSECY 98 002 - REQUEST FOR STARFIRE PROJECT APPROVAL AND FUNDING I have reviewed the information presented on this project and, as clearly demonstrated by the CPIC process, STARFIRE will save the agency substantial costs over the next 7 years. Based on the eventual savings, I support additional funding as requer.ted.
However, I understand the intent is to fund these additional costs from carryover funds, reducing remaining carryover funds for 1998 to about $11 million. While I do support the use of these funds, I believe we must be cautious in making any further reductions in the carryover funds for these types of projects. The CFO has previously indicated that e carryover amount of $1415 million is a range he finds comfortable. We should not move further below this range without careful analysis, cc:
