In accordance with the provisions of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes changes to the Technical Specifications, Appendix A to- Operating License NPF-5 for Plant Hatch Unit 2.

The proposed change would update the dummy load profiles for station battery testing provided in Technical Specification 4.8.2.3.2.d.2. The dummy load profiles, which represent emergency battery loading conditions for postulated accident conditions, have changed due to plant modifications.

The Plant Review Board and the Safety Review Board Subcommittee have reviewed the proposed changes.

We request NRC approval of this change within 120 days of the submittal date in order to allow incorporation into plant procedures and use of the revised load profiles for battery surveillances during the 1987 Unit 2 refueling cutage.

Enclosure 1 provides detailed descriptions of the proposed changes and the bases for the changes.

Enclosure 2 details the basis for our determination that the proposed changes do not involve a significant hazards consideration.

The proposed changed Technical Specifications pages follow Enclosure 3.

Payment of the filing fee in the amount of one hundred and fif ty dollars is enclosed.

In order to allow time for procedure revision and orderly incorporation in'to copies of the Technical Specifications, we request that the proposed amendment, once approved by the NRC, be issued with an effective date to be no later than 60 days from the issuance of the amendment..

Pursuant to the requirements of 10 CFR 50.91, a copy of this letter and all applicable enclosures will be sent to Mr. J. L. Ledbetter of the Environmental Protection Division of the Georgia Department of Natural Resources.

In order to demonstrate operability of the DC power system, Hatch Unit 2

Technical Specifications surveillance requirement 4.8.2.3.2.d requires performance of a test to demonstr
te that the station batteries 2A and 2B '

, are capable of supplying emergency loads for specified time periods. Two

! options are available for performance of this test, as delineated in

specifications 4.8.2.3.2.d.1 and 4.8.2.3.2.d.2. The former requires hookup of the actual emergency loads for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />. The latter specifies a dununy load profile (current versus time) which may be used to demonstrate battery

(- operability. A machine capable of simulating the actual loads is used for performance of the latter surveillance option.

! Specification 4.8.2.3.2.d.1 has been used for performance of the subject surveillance at Plant Hatch Unit 2. Specification 4.8.2.3.2.d.2 has not lj been used because it has not previously been updated to reflect modifications to the plant which affect the load profile provided in the Technical Specifications. The load profile (for each battery) has now be'en ,

! analyzed and updated to reflect the as-built plant. The predominant impact '

j on the load profile is due to the LPCI inverter modification, which changed i

the power supply for the LPCI injection valves from AC to DC.

1 t The updated load profiles for batteries 2A and 2B are hereby provided i

for inclusion in the Technical Specifications. Implementation of this i - change will allow use of either option for performance of battery i surveillance. This will allow for more flexibility in outage planning l activities.

! Implementation of this change does not result in increased probabilities 1 or consequences of analyzed accidents. The proposed load profile correctly i models emergency plant loads and appropriately demonstrates operability of

! the station batteries. Plant operation is unaffected by this change. Thus, no new types of accidents are created. The margin of safety as defined in l

j. the basis for the Technical Specification is not reduced by this change.

HATCH NUCLEAR PLANT UNIT 2 REQUEST TO REVISE TECHNICAL SPECIFICATIONS BATTERY LOAD TESTING PROFILES 10 CFR 50.92 EVALUATION Pursuant to 10 CFR 50.92, Georgia Power Company has evaluated the attached proposed amendment for Plant Hatch Unit 2 and has determined that its adoption would not involve a significant hazards consideration. The basis for this determination is as follows:

Proposed Change:

Provide new battery load profiles for performance of surveillance requirement 4.8.2.3.2.d.2. These profiles are updated to reflect modifications to the plant.

Basis This change does not involve a significant increase in the probability or consequences of an accident, because plant operation is not affected by the proposed change. Testing requirements are being updated to reflect modifications to the plant which have resulted in new current / time profiles for emergency loads on the station batteries.

The possibility of a dif ferent kind of accident from any analyzed previously is not created by this change, because no new modes of plant operation are involved.

Margins of safety are not significantly reduced by this change, because the proposed new testing requirements will correctly model emergency loads for the as-built plant.
