Dear Mr. TNrne:
On August 12 we sent you an application from Dresser Industries for the export of tritium-containing instruments. We received the Executive Branch favorable response on August 15, with a condition precluding exports or retransfers of tritium except that contained in sources remaining under the control of Dresser i
Industries. The license was issued August 18, with the conditions presented by State.
Now, Dresser has advised us that it is not always possible for it to meet condition 3 of the license which requires that the sources remain under the control of Dresser or its wholly-owned subsidiaries. The company seeks relief from conditicn 3, as explained in the attached letter dated August 21.
We request your views and coments on the Dresser request.
