REVIEW AND CONCURRENCE ON GUIDANCE FOR IMPLEMENTING THE FINAL RULE ADDRESSING RADIOLOGICAL CRITERIA FOR DECOMMISSIONING Attached is a draft regulatory guide and accompanying documents developed to support implementation of the final rule published on July 21,1997. This draft addresses many aspects needed to demonstrate compliance with the requirements in the final rule. The section on dose modeling is not yet completed, but will be provided to you for review on February 2,1998.

The sections covered in this draft address the final status survey, consideration of ALARA, and the use of restricted release. The final status survey section is supported by three other documents. These also are being provided for reference as you review the draft guide. These documents are the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM),

NUREG 1505,"A Nonparametric Statistical Methodology for the Design and Analysis of the Final Status Decommissioning Survey," and NUREG 1507 " Minimum Detectable Concentrations with Typical Radiation Survey Instruments For Various Contaminants and Field Conditions.*

In order to expedite the delivery of the regulatory guide to the Commission we are submitting these draft documents for your review concurrently with the RES review. I recognize that there is a lot of material to review in a short time. However, in order to meet the deadline as expected by the Commission, your comments must be received no later than February 13, 1998. If it is more convenient to schedule a meeting to discuss your comrnents at that time or at any earlier time, my staff is available to do Nt.

The RES staff will be hciding two public workshops over the next several weeks, covering ALARA (January 26,1998), Surveys (February 18.1998), and Dose Modeling (February 19, 1998). Comments received during these workshops will be factored into the guide as time allows. If comments are received that cannot be addressed in time to meet the schedule, the Commission will be informed as to the staff's plans for disposition of those comments, it is RES's intent is to publish this regulatory guide as interim guidance to allow licensees some I
