UNIT NOR 1 AND 2 ENVIROMMENTAL AnasamufNT AND FINDING OF NO SIGNIFICANT IMPACT The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of an exemption from certain requirements of its regulations for Facility Operating Lloonses Nos.
l DPR 60 and DPR42, issued to Padflc Gas and Electric Company (the licensee), for operation l
l of the Diablo Canyon Nuclear Power Plant (DCNPP), Unit Nos.1 and 2, located in San Luis obispo County, Caittomia.
ENVIRONMENTAL ARLESSMENT identification of Pmad Adiare The proposed action is in response to the licensee's application dated December 8, 19g7, for exemption from the requirements of 10 CFR 50.71(eX4) regarding submisp% of revisions to the Final Safety Analysis Report (FSAR) and design change reports for the fadlity changes made under to CFR 50.5g for DCNPP. Under the proposed exemption, the licensee would schedule uMatos to the single, unified FSAR for DCNPP based on the refueling cycle of

update the same document within 6 months after a refueling outoge for either unit. Allowing the exerr tion would maintain the FSAR ounont within 24 months of the last revision and still would not exceed a 24-month interval for submission of the 10 CFR 50.59 design change report for l
olther unit.
i Environmentalimoacts of the Proposed Action:
No changes are being made in the types or amounts of any radiological effluent that may be released off site. There is no significant increase in the allowable individual or cumulative occupational radiation exposure. The Commission concludes that granting the j
proposed exemption would result in no significant radiological environmental impact.
1 With rogsrd to potential non radiological impacts, the proposed exemption does not affect non-radiclo2ical plant effluents and has no other environmental impact. The Commistion concludes that there are no significant non-radiological impacts associated with the proposed exemption.
l Altamatives to the Pronosed Action:
As an altomative to the proposed exemption, the staff considered dealal of the requested exemption. Dental of the request would result in nu change in current environmental impacts. The environmentalimpacts of the proposed acuon and the attemative ac6on are similar.
Altamative Use of Rt.nourcas:
This action does not involve the use of any resources not previously considered in the Final Environmental Statements related to the operation of the Diablo Canyon Nuclear Power Plant, Unit Nos.1 and 2 dated May 1973.

FINDING OF NO RIGNIFICANT IMPACT l
Sased upon the foregoing envirtnmental assessment, the Commission concludes that the proposed action will not have a significant offect on the quality of the human environment, Accordingly, the Commission has determined not to prepare en environmentalimpact Statement for the proposed exemption.
