Dear Mr. DelaBarre:
Enclosed is an application for an export license (XSOUB755' recently received by the Nuclear Regulatory Commission, for the export of 17,640.0 kilograms of natural uranium for use in Brazil for:
- 1) research and development studies in the nuclear fuel cycle: 2) conversion and enrichment; and 3) fuel for research reactors.
We have requested a'dditional information from the applicant regarding the maximum enrichment of the material at INB. We will provide this information to you just as soon as it is received.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amenced.

Dear Ms. Wright,
e I attach for your kind consideration, an application to export uranium as uranium hexafluoride (UF5) to Brazil for use in research and development studies in the nuclear fuel cycle.
The material will also be used as reactor fuel in three Brazilian commercial nuclear facilities.
Inddstrias Nucleares de Brasil S.A.
(INB),
an intermediate consignee and purchaser of the material, will convert and enrich the material for the above end-usu facilities: the Brazilian Test Reactor IEA-RI, the Critical Facility IPEN-MB-01 and the Reactor Test Facility Brazil-INAR.
INB will also be f,?bricating the fuel for the Brazilian Test Reactor IEA-RI.
The Navy Technology Center in Sao Paulo, another intermediate consignee, will fabricate the fuel for the Critical Facility IPEN-MB-01 and the Reactor Test Facility Brazil-INAR.
As some of the material repreJents an initial core, please find enclosed e application fee of $5,000.
