SUBJECT: NRC INSPECTION REPORT 50-382/98-04 AND NOTICE OF VIOLATION
Dear Mr. Dugger:
From Febn.mry 2. to 0,1998, a routine, radiation protection inspection was conducted at your
Waterford Steam Electric Station, Unit 3, reactor facility. The enclosed report presents the
scope and results of that inspection.
Three violations were identified during the inspection. T. 0 of the violations related tc a spill of
radioactive spent resin that occurred on December 26,1997. The third violation involved the
failure to convey regulatory requirements properly through procedural guidance.
These violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violations are described in detail in the enclosed report. Please note that you

are required to respond to this letter and should follow the instructions specified in the enclosed -

Notice when prepar!ng your response to Violations A and C. The NRC will use your response,
in part, to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
. The NRC has concluded that (aformation regarding the reason for Violation B, the corrective
actions taken and planned to correct Violation B and prevent recurrence is already adequately
addressed by information included in the enclosed inspection report. Therefore, you are not
required tc *espond this violation unless the description therein does not accurately reflect your
corrective actions or your position. In that case, or if you choose to provide additional
information, you should follow the instructions specified in the enclosed Notice,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
