PILGRIM STATUS REPORT FOR THE PERIOD JULY 31 - AUGUST 13, i 1986 Enclosed is the Pilgrim bi-weekly status report from.the NRC Resident Office at Pilgrim. Three NRC Resident Inspectors monitored routine activities at the plant during the report period. In addition, three region based inspectors, and an inspection team consisting of two region based inspectors and two con-tract personnel were onsite during portions of the report period. The reactor remained in cold shutdown throughout the period for maintenance.

l These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities. Subsequent in--

spection reports will address many of these topics in more detail.

ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD JULY 31 - AUGUST 13, 1986 1.0 Plant Status As of 8:00 a.m. on August 13, 1986, the reactor was in cold shutdown with moderator temperature about 110 degrees Fahrenheit.

2.0 Facility Operations Summary The plant has been shut down for maintenance and to make program improve-ments since April 12, 1986. Boston Edison announced on July 25, 1986 that the present outage will continue until early 1987.

3.0 Items of Special Interest NRC Team Inspection: Generic Letter 83-28 Followup An NRC team composed of two region based inspectors and two contract personnel arrived onsite August 4, 1986. The inspection continued through August 8,1986, focusing primarily on the control and use of vendor supplied information and the implementation of post maintenance testing. The inspection was conducted as part of the followup to NRC Generic Letter 83-28, Salem ATWS Events. Similar followup team inspec-tions have been conducted at most other facilities in NRC Region I. The results of the inspection will be detailed in NRC Inspection Report 50-293/86-24.

Local Leak Rate Testing The local leak rate test program started on April 12, 1986, continues.

Tests completed through August 13, 1986 include 95 of approximately 101 type B components with 2 failures. In addition, 124 of approximately 133 type C components have been tested with 15 failures. No failures were 1 identified during this report period.

Emergency Notification System Calls An Emergency Notification System call was made on August 7, 1986 when the licensee identified that monthly surveillance testing of the scram dis-charge volume (SDV) level instruments did not completely fulfill NRC technical specification requirements. The SDV level instruments provide signals to the reactor protection system to shut the reactor down if SDV I

. 2 level becomes too high. The currently installed instruments are not those originally used, but were installed as an equipment upgrade. Investiga-tions are in progress to determine if the tests are inadequate, or if the testing required by technical specifications is not specifically applicable to the current SDV level instrumentation because of the newer design.

Similar problems were identified with the Anticipated Transient Without Scram system instrumentation and discussed in the status report for the period July 10 - July 16, 1986.

Decontamination of Onsite Sewage Tanks During the period, the licensee began cleaning several onsite sewage tanks.

Very low levels of radioactive contamination had previously been identified.

in some of the tanks (NRC Inspection 50-293/85-22). Sanitary pumping trucks that transfer material from these tanks to offsite disposal areas are routinely checked to ensure that radioactive material is not inadvertently taken offsite, 4.0 NRC Staff Status during the Period Three NRC Resident Inspectors monitored plant activities between July 31 and August 13, 1986.
