Inspection Report No. 50-309/86-08 Gentlemen:
This letter is in response to Reference (b), which expressed the concern that two recent instances of isolated instruments may be indications of weaknesses in our corrective actions for Violation 85-27-01. This matter was originally brought to our attention by the Resident Inspector.
Plant management reviewed the matter, and concluded for the reasons stated below, that the instances were not indicative of weaknesses in our corrective actions for Violation 85-27-01.
In response to the concerns expressed in your letter we have conducted another review of the matter. A summary of our findings follow.
The corrective actions which we implemented as a result of Violation 85-27-01 were intended, in part, to ensure the proper positioning of instrument root valves which have nuclear safety significance (i.e., Technical Specification 4.1 instruments).
The root valves noted in Reference (b) as being found out of position are classified as non nuclear safety (NNS).
The administrative controls for safety class valves are much more stringent than the controls for the NNS valves to protect the health and safety of the public.
The same intensity of administrative controls are not warranted for NNS valves since their mispositioning should not impact on public health and safety. Nevertheless, some level of administrative controls are warranted for NNS valves to protect equipment and ensure reliable operation of the unit.

Murley, Regional Administrator MN-86-105 To assess the effectiveness of our current controls for NNS root valves, we checked the position of 10% of the approximately 1160 NNS root valves. He found all of them to be in the required position.
He have concluded, based on this sample, the mispositioning of NNS root valves noted in Reference (b) are isolated occurrences. Nonetheless, as a result of this event, we are reviewing our administrative procedures for possible improvement initiatives.
He expect to complete the review prior to October 31, 1986 and implement the recommendations prior to February 28, 1987.
