Dear Mr. Adams:
The administration of the University of Virginia would like to transfer responsibility for overall management of the U.Va. Research Reactor Facility from the School of Engineering to the Office of the Vice Provost for Research, effective July 1,1998.
Please find enclosed a proposed new Figure 6.1 " Organizational Structure of the U.Va. Research Reactor Facility" for the UVAR Technical Specifications (TS). The changes proposed are: 1) the replacement of the Chair of the Department of Mechanical, Aerospace and Nuclear Engineering in g,/
the " Level 1" management position with the Vice Provost for Research; 2) the elimination of the -
K Ellii Dean of the School of Engineering and Applied Science from the organizational structure; and 3) the Director of the Oflice of Environmental Health and Safety reporting to the Vice Provost for E.

Research instead of the Associate Provost for Research.
We would like to request NRC review and approval of Amendment 22 to the UVAR TS, noting that the modifications will not result in a reduction in the attention given by the University to safe and regulatory-compliant facility operation. Also, please note the University's desire to have the TS change take effect on July 1,1998.
