SUBJECT:
UNACCEPTABLE INITIAL RESPONSE TO IEB 85-03 Houston Lighting and Power Company's letter of June 2,1986, to Robert D.
Martin contains their initial response to IEB 85-03 for the South Texas Project Units 1 and 2.
A preliminary review of this response indicates that it does not contain the description of the program to assure valve operability requested by Action Item e. of the bulletin.
Therefore, in accordance with section 04.01 of IE Manual Temporary Instruction 2515/73, it is requested that you inform the licensee of this deficiency and also to request that they submit the additional information necessary to complete their submittal within one month of the date of your letter to them.
As noted, this request is based on a preliminary review of the submittals and the later, more detailed reviews may prompt additional requests for information.
However, since this information is necessary before any meaningful reviews can be conducted, it is felt that any duplication of effort will be more than off set by the ability to perform complete reviews at a later date.
