SUBJECT:
STAFF REQUIREMENTS: COMSECY 98-002 - REQUEST FC R STARFIRE PROJECT APPROVAL AND FUNDING The Commission approved the use of $3.2 million in carryover funds in FY 1998 for the STARFIRE project on the basis of projected cost savings for the NRC over the next 7 years and the prospect of establishing a more coherent resource management, planning, and monitoring system than is currently available. Nevertheless the Commission is concerned that this additional use of carryover funds will reduce the current carryover balance to about $11 million, well below the recommended amount and even further below the 5 percent FY 1999 target stated in the FY 1999 Performance Plan. The Commission therefore recommends that the CFO exercise fiscal discipline during the forthcoming mid-year review to restore the carryover balance to at least the recommended minimum level of $15 million. The staff should periodically update the Commissioners on the progress of the STARFIRE project.
