Dear Mr. Rael:
The U.S. Nuclear Regulatory Commission staff has completed its review of the U.S. Department of Energy's (DOE's) Completion Report (dated June 1997) for the Uranium Mill Tailings Remedial Action Project sites at Slick Rock, Colorado, as transmitted to NRC by letter dated June 16, 1097. The NRC staff's review of the geotechnical engineering, surface water hydrology and erosion protection, and groundwater protection seas of the remedial action is documented in the enclosed draft Completion Review Report (CRR), which discusses the staff's evaluation of DOE's completion of the actions at the Slick Rock sites against the previously-approved plans and specifications. The staff's review of the radiation cleanup and control results is not included as part of this draft CRR, and will follow under a separate cover at a later date.
Based on its review of the Completion Report, staff has identified several open issues in the areas of cleanup and control of residual radioactive materials and in groundwater protection.
The open issue related to groundwater protection is discussed in Section 2.2.4 of the CRR. This issue, along with other issues to be identified in the forthcoming Radiation Cleanup and Control Review Results section of the CRR, will need to be resolved before NRC can concur in the completion of the remedial action at the Slick Rock sites, if you have any questions conceming this letter or the enclosed CRR, please contact the NRC Project Manager, Charlotte Abrams, at (301) 415-5808.
