Dear Mr. Randolph:

An NRC inspection was conducted N_ovember 17 through December 11,1997, at your Callaway -

Plant reactor facility and your corporate offices in St. Louis, Missouri. The enclosed report

presents the scope and results of that inspection. A telephonic exit was conducted on

December 11.1997, with members of your staff.

This inspection determined that your actions in response to the reactor fuel axial offset anomaly

have been conservative and in accordance with regulatory requirements. Continued effort on

your part may be warranted to prevent, or at least minimize, the effects of any future axial offset.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its

enclosure wil. be placed in the NRC Public Document Room (PDR).
