Horn, Senior Vice President of Energy Supply Netraska Public Power District 141415th Street Columbus, Nebraska 66601 SUBJECT: NRC INSPECTION REPORT 50-298/97-18 Dear Mr. Horn: An NRC inspection was conducted October 20 through November 17,1997, at your Cooper Nuclear Station facility. The enclosed report presents the results of that inspection. The inspection reviewed the circumstances and implications of your failure to implement a preventive maintenance program that conformed to vendor and industry standards for certain safety-related electrical circuit breakers. Additionally, the inspection examined the adequacy of the calculations that support the operability of the station batteries. Two unresolved items were identified during the inspection. The first item pertains to the adequacy of the preventive maintenance program associated with safety-related electrical circuit breakers and is discussed in Sections M2.1 and M2.3 of the enclosed inspection report. The second item is related to the overall adequacy of the station 125Vdc load and voltage study, including battery surveillance 4160 circuit breaker acceptance criteria, and is discussed in Section E2.1 of the report. These items remain unresolved due to the fact that the NRC does not have sufficient information at the present time to appropriately characterize the findings ascociated with theoe issues from a regulatory perspective. We recognize that you believe the aforementioned breakers and 125Vdc system to be operable. However, the NRC views these matters as significant in that potential common-cause failures of safety-related circuit breakers or inadequacies in the station batteries can have safety implications. You are requested to provide us within 30 days of this letter, a schedule for completing the root- cause assessment associated with the failure to implement an effective preventive maintenarne program on the safety-related breakers, as well as, your plans to complete the necessary equipment overhauls. Additionally, we request that you provide us an explanation of your plans to revise the 125Vdc load and voltage study.
