HAND MARKED DRAWINGS FOR THE PUBLIC DOCUMENT ROOM FROM THE OCTOBER 3,1997, MEETING BETWEEN THE NRC AND PARSONS POWER GROUP INC ON MILLSTONE UNIT 2 ICAVP SYSTEM BOUNDARIES The enclosed hand marked drawings and bound handout were provided to the NRC by Parsons Power Group Inc. (Parsons) during a October 3,1997, publicly observed meeting at Parson's Reading, PA offices. The purpose of the meeting was for Parsons to outline the system

- boundaries for the Emergency Diesel Generator and the Enclosure Building Filtration (including Containment and Enclosure Building Purge System) systems to the NRC staff. These systems are being reviewed by Parsons as part of the Independent Corrective Action Verification Program (ICAVP) required by an August 14,1996, Confirmatory Order for the Millstone Nuclear Power Station.

To enable the public to have access to these drawings, I request that tne enclosed drawings and tha bound handout be placed in the NRC's Public Document Room (PDR). Additional copies of these drawings and bound handout are being forwarded directly to the local PDRs near the Millstone Nuclear Power Station at the Waterford Public Library, in Waterford, CT, and at the Learning Resource Center of Three Rivers Community Technical College in Norwich, CT.

EBFS 1. Contain and remove fission products from enclosure building atmosphere following a LOCA. 2. Minimize leakage of radioactive materials to the emironment by providing an enclosure building, maintaining the enclosure building at a negative pressure and processing the efiluent through HEPNCharcoal filters. 3. Serve as standby emergency ventilation system for the Fuel Handling Ventilation System for exhausting air from the spent fuel pool area in the event of a high radiation condition following a fuel handling accident. 4. Provide initial purging and processing of the containment building atmosphere (containment cleanup) during Mode 6 operations to reduce radioactivity level prior to a continuous purging of the building by the Main Exhaust System. 5. Provide an alternative method for hydrogen reduction iri containment building following a LOCA. 6. Provide method to process potential airborne radioactive material through HEPNCharcoal filter when venting the containment to reduce containment pressure through the hydiogen purge valves during normal plant operations.
