This letter is provided as a follow-up to a meeting between PECO Nuclear and PADEP on 2/4/98. ' At that meeting PECO Nuclear presented to the PADEP a revised conceptual bndge design in response to your Reference 2 letter, As you are aere, e desire to irdall a waterway crossing over the Rock Run Creek at our Peach Bottom facility in York County. We submitted our initial permit application to you on 10/2/97 (Reference 1). On 1/22/98 the PADEP responded in the Reference 2 letter, irxhcahng that our low flow crossng conceptual design could not be approved. We undeTtand that due to safety and environmental concems Pennsylvania is no longer routinely issuing permits for low ficw type crossngs.

PECO Nuclear herein respectfully submits a modifed Rock Run Creek Crossing design as described in Attachments 1 and 2 to this letter. The design is essentially the same as that which was presented to you at our 2/4/90 rweting. The modified design consists of a relatively conventional bridge with a concrete deck that is approximately 120 feet long and 30 feet wide; deck elevation is flush with the

. creek banks on either side. The c'eck is supported by approximately 45 concrete piles, wth abutments M either end of the span. Structurally, the bndge is very conservatively desigreed and has significant safety margin wth respect to its desigt load of approximately 250 tons. The modified design no longer employs culverts and therefore, will not significantly obstruct creek flow. The hydrology study provided in the original application signifcantly bounds the enclosed design as shown in Attachment 3.

The pwpoeed design has no significant impact on the 9bility of the creek to pass the 100 year flood.

Therefore, the environmental implicatons of the project are bounded by the original submsttal.

Becauue the design is still conooptual in nature, it is possible that certain details may be refined, it is our intent that the design submstted hortan would bound refinements of this nature. Any mir or design changes whch may be required would be environmentally and hydraulically more conservative, or of no conaaryanos it is requested that your approval of this application allow for such conservative or nonconaary =ntial design refinements.

PECO Nucieer reapartfully requests that your prompt attention be givu) to this matter.
