~ O MODIFICATION TO STATEMENT OF WORK-TECHNICAL ASSISTANCE FOR RULEMAKINGS:

AMENDING OF NUCLEAR POWER PLANT DECOMMISSIONING FINANCIAL ASSURANCE REOUIREMENTS TASK ORDER #2 NRC-04-95-065 BACKGROUND:

Subsequent to the issuance of this task, the Commission directed the staff to' disaggregate the original rulemaking activity into two separate actions. One of these actiont has since been published as an Advance Notice of Proposed Rulemaking (ANPR)(61 FR 15427) and then as a Proposed Rule (62 FR 47588). ICF assisted in the responses to the public comments received on the ANPR. Now the staff is seeking the assistance of ICF in the summarization of the public comments received on the Proposed Rule.

OBJECTIVE:

For the contractor to provide NRC with rulemaking support relating to the amending of nuclear power plant decommissioning financial assurance requirements.

WORFSCOPE:

The contractor shall provide a review of the comments received by the NRC in response to the Proposed Rule on Financial Assurance Requirements for Decommissioning Nuclear Power Reactors, published in the Federal Reoister on September 10,1997, ite contractor shall also prepare a revised regulatory analysis. This type of activity is described in the original contract under C.3.2 Summary and Analysis of Public Comments, which in tum references the guidance in NUREG/BR-0053, Rev. 2, NRC Regulations Handbook.

It is anticipated that this action will require about an additional 2 months of professional time and will be due in draft form by March 2,1998.
