Dear Dr. Paperiello:
Pursuant to discussions held between USEC and NRC on February 23 and 24,1998, the purpose of this letter is to request enforcement discretion associated with the potential consequences of postulated seismically induced failures in the liquid withdrawal facilities (i.e. Buildings C.
310/310A and C 315). The enforcement discretion is necessary to allow continued operation pending the development and submittal for NRC approval of a Certificate Amendment Request to address this concern.
USEC letter GDP 981013 dated February 20,1998 (see Enclosure 1), notified NRC that the potential exists for higher volumes ofliquid UF. in the C 301/310-A and C-315 liquid withdrawal systems including the condensers, accumulators, and connecting piping. Therefore, the consequences of postulated seismic failures currently reported in Chapter of the Application Safety Analysis Report (SAR) and Compliance Plan Issue 36 may be increased. The reference USEC letter further describes the compensatory actions that USEC has taken to restrict plant operations to compensate for the potential increase in the release ofliquid UF. as a result of postulated seismic failures in the C-301/310 A and C 315 withdrawal areas.
