This letter provides supplementary information related to clos"re of Generic Letter 89-10 (Ref.1). In addition, it addresses issues raisej during NRC Inspection 9711 concerning .

motor-operated valve (MOV) follow up and close-out activities. l In response to GL 89-10, our closure letter (Ref. 2) indicated that flow testing and industry j '

data were utilized to ensure that MOVs covered by the program will provide the appropriate /

response under design basis conditions. Discussions with the NRC during the MOV close- , D I

out inspection confirm the EPRI MOV Performance Predictien' Methodology (PPM) could provide bounding estimates of thrust requirements for MOVs that could not be acceptably tested (i.e., non testable MOVs) at design basis conditions. This reinforces our planned initiative to implement the EPRI PPM, which can strengthen our current justification for non- /

testable MOVs consistent with the intent of GL 89-10. Accordingly, we will complete this [ D(2 effort by June 30,1998.
