By letter dated April 8,1997, Southem Nuclear Operating Company requested a change to the Quality Assurance (QA) Program as described in Section 17.2 of the Final Rafety Analysis Report -

(FSAR) for Vogtle Electric Generating Plant, Units 1 and 2.

- We have reviewed this submittal and dotermined it does not conform to 10 CFR Part 50, Appendix B regulatory requirements and quality assurance commitments previously accepted by the NRC.

The proposed deletion from the QA program description of the FSAR Section 17.2.3.G

- requirement to verify or control unverified design output prior to use for subsequent design -

' or support activities, such as procurement, manufacturing, or installation is not acceptable. The proposed change would permit the use of uncontrolled, unverified design output to be used in subsequent design activities and support activities, such as procurement, manufacture, or construction. Although the requirement to complete design verification prior to reliance on an item's function would be retained, the practice of using unverified design output in subsequent

- activities would unacceptably reduce the level of assurance of the design besis.
