Dear Mr. Gipson:

l C4 June 20,1997, Detroit Edison submitted an amendment request to relocate the reactor i recirculation system motor-generator set scoop tube stop setting surveillance for NRC staff review. Detroit Edison provided supplementalinformation related to the amendment request in a letter dated July 2,1997.

Backaround in its June 20,1997, submittal, Detroit Edison (the licensee) proposed to relocate the reactor recirculation system motor generator set scoop tube stop setting surveillance from the technical specifications (TSs) to the updated final safety analysis report. The licensee also proposed to modify the relocated information to eliminate any licensing basis requirement for the electrical stops and to change the periodicity of testing from a calendar basis to a situational basis, in its submittal the licensee stated that the fuel safety limits are established in the core operating limits report (COLR) and that it is implicit in the limits that the plant is operated and configured as designed. The licensee also stated that inputs to TS limits are generally not contained in the TS.

The staff agrees that the setting for the reactor recirculation system motor-generator (MG) set scoop tube mechanical stops is an input to the calculation for the flow dependent maximum everage planar linear heat generation rate (MAPLHGR,) limit as described in the COLR.

However, as discussed in the submittal the mechanical stops are also relied upon to terminate a design basis event (slow flow increase event) prior to exceeding the MAPLHGR, fuel safety limit. The subject event is not terminated by a scrarp.

Because the mechanical stopr are relied upon to terminate the slow flow increase event prior to exceeding a fuel safety limit, it appears that this component satisfies Criterion 3 of 10 CFR 50.36(c)(2)(ii) which indicates that a TS P d Ming condition for operation (LCO) must be established for:

A structure, system, or component that is part of the primary success path and which functions or actuates to mitigate a design basis accident or transient that either assumes the failure o' or presents a challenge to the integrity of a fission product barrier, Reauested Iri formation Provide an evaluation of the applicability of the four criteria in 10 CFR 50.36(c)(2)(ii) to the MG >

set scoop tube mechanical stops, with particular emphasis on Criterion 3. Explain any significant assumptions that are made in the evaluation (e.g., in evaluating the role of the stops as part of the primary success path).

If you determine that an LCO is required for this component, provide a proposed schedule to submit an amendment adding the LCO. Discussions with the staff conceming the content and the location of the LCO prior to this submittal would be advisable.
