- Dr. Jackson, Northeast Utilities should not be allowed to restart hiillstone Units I.II, and III. Their imprudent and downright shameful actions should result in the plants in. mediate and permanent closure.

In addition, when the hiillstone Units closed owr two years ago, Unit I alone had 16,000 l
discrepancies! Not to mention Northeast Utilities histoiy of falsifying documents, pipe breaks, back-up system failures, siolations of radiation control regulations and improper twpahn. Surely you agree, th;s is more than sufdcient proof that NU is a corporation more concemed about money than the safety of the community their reactors are in.
And why does the so called Independent Cortsctiw Action Verification Program have -
poopic in it that had worked for NU in the past? That's not independent. How about the Employee Concem Program? NU is still harassing and intimidating employees as of fiw months ago. In their rush toward restart. NU took disciplinary action against 22 training si
.. wit employees, and fired two. Little liarbor Consuhants stated that hiillstone is not ready for restart yet, and that the Safety Conscious Work Emironment liian is in need of more improsements before restant. Dr. Jackson, I get a chilling effect when i think that these plants may stant up again.
A corporation that cannot handle employee concems without puerile retaliations should not haw.

Also, why is the NRC only checking a small percentage of the systems? *Ihe ICAVP har only seen 4 out of 88 rink and safety significant systems. In those 4 systems ICAVP has discowred 712 discrepancies; one tind of which are safety related. Even The Union of Concemed Scientists recommended that "the NRC require additional system assessment of Ur*
III." And how old are these tractors, as opposed to what is the life expectancy of this type of a nuclear reactor? And lastly, but surely not least, what will become of the approximately 4.300 spent fuel rods? Please respond.
