Attached is a draft letter to Mr. Yelverton closing 014-95-004. .
"This case was paneled in June.with OE. The region's view was that the information on the involved records was not material and therefore not citable under 50.9. The region also noted !
that Of had not reviewed the licensee's files on this same matter, although the issue had been I
submitted to the employee concems program, and that some useful information may be ;
obtained from that review, particularly any information regarding actions taken by the licensee to discipline the supervisor or others involved in this matters.
OE did not fully agree with the region's position, but issued an "OE Understanding Form" indicating that the region should pursue a review of the licensee's files and then if the region still felt the info wasn't material, send a letter to the licensee emphasizing the unacceptability of the supervisor's actions in this case.
OK, simple enous As it med out, DRS, the amazing DRS, had already reviewed the ocp files as part of an n 1995 and sent a memo to Russ Wise on June 20,1996, documenting this're . Basically, DRS found that the licensee did a bang-upjob looking at the technical concems. The licensee found no problems in that regard, but didn't find, for 4 whatever reason, the documentation problems that Of focused on. The licensee noted that there had been longstanding conflicts between the two individuals involved in this issue.

Yes, it is now late August but we've had our share of current cases an of to this.
When you really look at this hard, both contract employees did wrong. the employee who did the work, signed off on Step J before he had completely res the junction box - he had only installed a couple of screws on the junction box cover intended 9' to come back the next day and finish it off- but h on it anyway. The the su f

This is an old issue - ANO told us in June that neither of these two individuals was currently working at ANO - none of this nonsense affected the quality of the work itself and these steps did not require QA inspection. I think the only message we need to convey to ANO at this point in time is that they missed the documentation problems when they reviewed this matter.
I am sending this to Mark S. In OE sn as to coordinate with OE on the closure. Mark has been asking about this EA no. from time to time. I plan to put this into the regional concurrence process after I get word from Mark that we are OK to go ahead. If not, then the altamative would be to repanel this old dog, as Mark so kindly refers to it and others of its genre.
