OF JUNE 13 AND JUNE 16, 1986 MEETING REGARDING 10 CFR 50.59 EVALUATION AND EQUIPMENT QUALIFICATION FILES The NRC staff project manager for Grand Gulf licensing activities, L. L. Kintner, tcured the Grand Gulf Nuclear Plant, Unit I and visited the corporate office in Jackson, Mississippi.

i The plant tour on June 13, 1986 was conducted by W. A. Russell, Jr. (MP&L) and -

S. Hobbs (MP&L). Accompanying the staff project manager were Ward Smith, the Resident Inspector and H. C. Dance, Chief, Projects Section, DRP, Region II.

Areas toured were the control room, reactor core isolation cooling pump room, and selected safety related equipment in the primary containment. In the control room, the licensee gave an overview of the instrumentation and control panels. ~

Shift turnover logs used by operations personnel were shown and explained. The technical support center was also toured. These areas were clean and orderly, with plant drawings, updated FSAR and procedures in appropriate locations.

Equipment in the plant was viewed to obtain a better understanding of equipment for which changes to Technical Specifications are pending, including RCIC steam supply isolation valve, drywell vacuum' breakers (post LOCA and drywell purge discharge line), and the vent and drain valves for the scram discharge volume. .y Areas of the plant visited were clean and orderly. in progress in one preparatory to painting the floor to minimize contamination.

The visit by the staff project manager to the MP&L Office of the Nuclear Power -

Department (NPD) in Jackson on the morning of June 16, 1986, was made to see and discuss 10 CFR 50.59 safety evaluations. MP&L personnel present for the dis-cussion were Steve Bennett, Marion Dietrich, Jimmy Starling, Guy Caesar, Sam Hobbs, Lonnie Dougherty, Glynn Rogers, and Guy Davant. Prior to the visit the staff project manager had reviewed summaries of the June 1, 1985 to December 31, 1985 10 CFR 50.59 safety evaluations transmitted by letter dated April 25, 1986. Selected evaluations were retrieved from the NPD file and read. Questions raised from reading the suninaries were answered by reading the evaluations and by discussions with MP&L personnel. The safety evaluations made the three findings i required by 10 CFR 50.59 and provided appropriate bases for these findings. In some cases discussions were included in the evaluations regarding the probability and consequences of abnormal transients occurring as well as consideration of the accidents as required in 10 CFR 50.59. Included in the review were evaluations for changes made to the FSAR when the updated FSAR was submitted.

The licensee has a procedure for consistent interpretations of Technical Speci- ,

fications, called Technical Specification (TS) Position Statements. Currently I there are 22 in effect. These position statements are controlled in the same j i

manner as Technical Specifications and issued to fiP&L personnel who have controlled copies of the Technical Specifications and to the resident inspector and Region II. Most of the TS position statements are interpretations; however a few are more conservative limits than the Technical Specification limits and are used by plant operations personnel until changes to the Technical Specifi-cations can be achieved. The more conservative limits are put into effect when MP&L determines that the existing TS limit may not be conservative enough.

TS changes are initiated when the TS position statement is made effective and the TS position statement is terminated when the TS is made effective. ,

In the afternoon of June 16, 1986, the staff project manager discussed the environmental qualification files with MP&L personnel,Messers W. Eiff, H. Pyle, B. Steiman and G. Lantz discussed and showed selected environmentally qualified equipment files. The files are located in the Jackson Office and kept locked to restrict access to those who need them. Selected equipment was quickly l retrieved. Files for equipment that is seismically and dynamically qualified i was discussed with Messers W. Mashburn and D. Bost. These files are contained in the Jackson office of MP&L and in vendor offices. Retrieval of files is more difficult because of scattered locations. MP&L is in the process of consolidating its files in the Jackson office and plans to have all such files in its Jackson office. Files wil' be managed similar to the management of the -

environmental qualification files. The staff project manager was briefed on administrative procedures controlling these files.
