Enclosed is a copy of the final report for the June 8,1998 Plume Exposure Pathway Exercise for the offsite radiological emergency response plan, site-specific to the Enrico Fermi II Nuclear i

Power Plant. The State of Michigan, Wayne and Monroe Counties participated in this exercise.

l Consumers Energy, the utility operator, also participated in this exercise. Copies of this Report were transmitted to the NRC Region III, the FEMA National Office and the State of Michigan.

There were no Deficiencies. One Area Requiring Corrective Action (ARCA) for the State of Michigan was identified. Four prior ARCAs remain unresolved. Five ARCAs were resolved. A detailed discussion of this issue can be found in part four of the final report.

Based on the results of the June 8,1998 exercise, the offsite radiological emergency response plans and preparedness for the State of Michigan, Wayne and Monroe Counties, site-specific to the Enrico Fermi 11 Nuclear Power Plant can be implemented. These plans are adequate to t

provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radi.ological emergency at the site.

r Therefore, Title 44 CFR, Part 350, approval of the offsite radiological emergt.ncy response plans and preparedness for the State of Michigan, site-specific to the Enrico Fermi 11 Nuclear Power Plant, granted on March 9,1987 remains in effect.
