Dear Mr. Crane:
I am responding to your email message to me (Enclosed). With respect to your first paragraph, there is an issue of which Joe Callan was unaware at the t!me he suggested ths -,ve meet.
That is, as described in Section 11.23(b)(3) of the Regult,tions Handbook (NUREG/BR 0053),

We presume that the purpose of the meeting you have requested would fall within this rathier broad description. As I'm sure you know, if we do not follow established proceduras, NRC's actions on your petition could be exposed to potential challenge, so we will, therefore, notice any meetings we hold with you on your petition.
I think that at this point in the process any meeting would be premr.ture. Staff is now responding to your November 11,1997, submittal, and I believe it would be simplest to comp!ste our review and response before any meeting takes place. If, as our review proceeds, we find s need for a meeting, we will contact you promptly.
With respect to your second paragraph, thank you for advising me of your concems. I am tuming your allegation over to NRC's inspector General for appropriate action.
