Dear Mr. Bailey:

i Both NRC staff reviewers and our review contractor have performed.the informal review of the materials you sent with your letter of April 3, 1986. With the exceptions noted below, we have determined that the contents of the submitted package indicate that no topic important to research reactor fuel qualification by NRC has been omitted. -Therefore, we will be looking forward to receiving and reviewing in detail the formal report on which your staff is already working. The two topics on which more information is of interest are the release of fission products from irradiated silicide fuel plates, and results from the on-going full-core tests of silicide fuels currently in progress in the ORR.

It is well understood that the latter data are not yet available, but will be forthcoming as the program continues.

Your assistance and cooperation in this effort to qualify the new plate-type fuel is greatly appreciated.
