WASHINGTON, DC 7/A6/[h A meeting was held by the ACRS Subcommittee on Reliability Assurance on May 22, 1986. The purpose of the meeting was to discuss research associated with reliability research (operational safety reliability research), mechanical and electrical equipment qualification, and plant aging research. Related topics were discussed, including seismic fragility of plant components, such as relay chatter and the ability of containment isolation valves to close under accident flow conditions.

Information gained during this meeting will be used as input into the annual ACRS report on safety research to the Commission.

Notice of this meeting was published in the Federal Register on May 13, 1986 and updated due to a meeting date change on May 19, 1986 (At-tachments A and B). Attachment C is a schedule of presentations and Attach-ment D is a list of slides and handouts on file in the ACRS Office. The meeting was entirely open to the public.

' RELIABILITY ASSURANCE MAY 22, 1986 RELIABILITY RESEARCH (OPERATIONAL SAFETY RELIABILITY RESEARCH) - G. BURDICK Mr. Burdick discussed the Commission's guidance under which reliability research was organized. He noted there is to be a shift away from detailed prescriptive requirements towards performance based criteria. He also explained individual licensees will be allowed the flexibility to select the most cost-effective ways to satisfy NRC safety objectives. Other goals include: implementing the safety goal; identifying for reexamination regulatory requirements that have marginal importance to safety; and developing the capability to foresee safety problems through analysis of operational data.

Budget figures for research areas were projected.

For FY 1988 and FY 1989 funding was estimated at $4.55 million and $3.95 million, respectively.

It was noted that some research (root cause failure analysis) will be carried out by the Office of Analysis and Evaluation of Operational Data which is responsible for that part of the funding.

The purpose of risk-based decision making research was explained, which is to develop tools by which IE and the regions can utilize risk information to assist in the planning of inspection activities. The program is also being augmented to develop similar tools to assist NRR in licensing matters, such as, establishing limiting conditions for operation, and other technical specification modifications.

Funding is estimated at $2.5 million for both FY 1988 and FY 1989.

Operational safety reliability research has as its purpose to evaluate the effectiveness of reliability technology that can help achieve and maintain an acceptable level of safety throughout plant life. Examples of efforts in this area include developing risk-based methods to evaluate performance indicators and alert levels and evaluating pros and cons of performance-based regulation compared to detailed, perscriptive regulation.

Funding is esti-l mated at $1 million for both FY 1988 and FY 1989.

  • RELIABILITY ASSURANCE MAY 22, 1986 Work is underway to evaluate the risk importance of existing regulatory requirements.

Program objectives include identifying regulatory requirements that may have marginal importance to reactor safety; analyzing the require-ments as to their impacts on safety and cost requirements, and proposed modifications of regulatory requirements, as necessary, with an estimate of change in risk and cost.

Funding in this area is estimated at $0.8 million in both FY 1988 and FY 1989.

Research into root causes of component failures will be handled by AEOD rather than RES. The purpose of this work will be to identify root causes of plant component failures and assess their importance to plant safety and develop approaches for using root causes of failure information to improve reactor regulation.

A small effort is underway in fire risk analysis. This work is aimed at a reassessment of fire risk potential which will:

identify problems, measure problem importance, define solutions, and scope out programs (if warranted).

Funding is estimated at $0.25 million and $0.15 million for FY 1988 and FY 1989, respectively.

COMPONENT SEISMIC FRAGILITIES PROGRAM - J. RICHARDSON This program is designed to establish and improve the seismic fragility data base for components important to risk.

Results will be used to estimate seismic margins, evaluate seismic PRAs, and assess equipment qualification requirements. The estimated budget for FY 1988 and FY 1989 are $0.8 million and $0.4 million, respectively.

ENVIRONMENTAL QUALIFICATION OF MECHANICAL EQUIPMENT AND DYNAMIC QUALIFICATION OF MECHANICAL AND ELECTRICAL EQUIPMENT PROGRAM (EDQP) - G. WEIDENHAMER The objective of this program is to provide the technical bases for clarify-ing and resolving uncertainties, and where necessary, developing the criteria, requirements, and methodologies to improve national standards or 1

This program is obtaining information on the behavior of specific components (such as containment isolation valves) under severe accident conditions. The main equipment qualification program is scheduled to end in FY 1987. The effort for FY 1988 and FY 1989 will consist of follow-on tasks and will be identified under MAC-113, assure quality of safety-related equipment.

Funding is projected at $0.8 million for FY 1988 and FY 1989.

Plant Aging / Life Extention - J. VORA Commission guidance in this area has stated, " Requests for an operating license renewal are to be anticipated and will require advanced planning and analysis. The Commission intends to continue development of the policies and criteria to define requirements for operating license extensions to help assure that industry's efforts in these area are focused on the primary regulatory concerns." The staff has as a strategic goal to identify those problems which should be anticipated as a consequence of plant aging.

Planning guidance for needed safety research includes coordinating a research effort to identify measures which can be taken to correct deficiencies attributable to aging and irradiation and to reduce safety risks inherent to degraded equipment. The term, " aging" is used to represent the cumulative degradation occurring within a component, structure, or system which, if unchecked, may result in loss of function and impairment of safety.

Funding for FY 1988 is estimated at $8.05 million. Work is planned through FY 1989.

REPORTED PORV/BV FAILURE EVENTS - J. VORA Data on PORV and BV failures were presented. This information was collected as part of the operating experience review to support the resolution of generic issues 70, "PORV and Block Valve Reliability."

9 RELIABILITY ASSURANCE MAY 22, 1986 ELECTRICAL EQUIPMENT SURVIVAL - W. FARMER This effort was to be coupled with the EDQP, but funding will not be con-tinued beyond FY 1986.

These programs would have addressed and concluded research on the question of whether or not electrical equipment will perform its safety function in an accident environment and what is the qualified life of electrical equipment. Test equipment and previous research in this area have cost over $10 million; to bring the program to its scheduled conclusion in FY 1988 would have cost and additional $1.44 million in FY 1987 and $0.9 million FY 1988.

EVALUATING LEAK BEHAVIOR THROUGH ELECTRICAL PENETRATION ASSEMBLIES UNDER SEVERE ACCIDENT CONDITIONS - W. FARMER This program will be concluded before FY 1988.

Some follow-up work after testing was terminated due to funding cuts and will not be performed. The data developed by the electrical penetration assembly tests will be used to evaluate containment integrity and fission gas leakage in the event of a severe accident. The program will provide input to risk assessment calculations and the development of licensing criteria as a part of the severe accident policy.
