Enclosed is an application for an export license received recently by NRC for a reload of low-enriched uranium fuel for the Mihama Unit No. 3 Nuc1 car Power Reactor in Japan. A letter of assurance is required that the material will be subject to all of the terms and conditions of an agreement for cooperation. Your assistance in obtaining the necessary assurance letter will be appreciated.

P' ease. find. enclosed our-application in triplicate for license to export slightly enriched UF6.

This material will be used for the. fabrication of. fuel. assemblies and ultimately loaded into the Mihama-Nuclear Power

-Plant Number.3 owned by The Kansai Electric Power Co.,'Inc.

The contract numbers for the uranium enriching services with the U.S. Department of' Energy are DE-SCOS-84UE/JA-203, E ( 49-14) UES/JA-2 7.

The feed material is supplied from the United Kingdom and France.

-The relevant enriched UF6 will be delivered at the U.S.

D.O.E. Enrich-ment Plant in Piketon, Ohio.

After being exported to Japan, it will be converted to-UO2 powder, pelletized and fabricated into fuel assemblies

'by Mitsubishi Nuclear Fuel, Ltd.

As the validity of the export license, we wish to have a two year period from the date.of issuance.

With regard.to sampling, we request that two (2) P-10 tube samples be taken from each parent cylinder.

These samples should be delivered to us

We also request that the Nuclear Audit and Testing Company witness the weighing and sampling.
