I NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 As a result of the inspection conducted on March 10 through July 2,1986, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1985), the following violation was identified:

10 CFR 50, Appendix B, Criterion III, as implemented by Detroit Edison's Quality Assurance Manual, Enrico Fermi Power Plant, Unit 2, Policy 3, Paragraph 3.0.1, requires that plant design be appropriately controlled, and its adequacy be verified and documented.

Contrary to the above, the design of safety-related small bore piping and suspension systems deviated from the cookbook type procedure SL-3159 without documentating the engineering justification, or alternative design methods that were used.

This is a Severity Level IV violation (Supplement II).

With respect to the above item, the inspection showed that action had been taken to correct the identified violation and to prevent recurrence.

Consequently, no reply to the violation is required and we have no further questions regarding this matter.
