v' APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket Nos. 50-317 Calvert Cliffs Nuclear Power Plant 50-318 As a result of the inspection conducted on March 3-7, 1986, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violations were identified:
A.
Section 6.8.la of the Technical Specifications states that written procedures shall be established, implemented and maintained covering the activities referenced in Appendix A of Regulatory Guide 1.33, Revision 2, Februa ry, 1978. Appendix A of Regulatory Guide 1.33 Revision 2, February,1978 requires bicassay procedures.
Contrary to the above, no written approved procedures were established for operation of the standup whole body counter.
This is a Severity Level V violation (Supplement I).
B.
Technical Specifications 4.6.3.1, 4.6.6.1, 4.7.6.1, 4.7.7.1 and 4.9.12 require, in part, that a laboratory analysis of a carbon sample from at least two carbon samples removed from one of the charcoal absorbers demonstrates a removal efficiency of 2 90% for radioactive methyl iodide.
Contrary to the above, only one carbon sample had been removed and tested for surveillance conducted during 1984-1985.
This is a Severity Level IV violation (Supplement ! ).
Pursuant to the provisions of 10 CFR 2.201, Baltimore Gas and electric Company, is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
