This refers to the inspection conducted by Ms. C. Abbate and Messrs.

R. Cilimberg and W. Schofield of this office on March 24-27, 1986, of your facility at Barnwell, South Carolina and to the discussions of our findings with Mr. D. Ebenhack and members of your staff at the conclusion of the inspection.

This inspection was the first in a series of trial inspections which focus on,

the manufacturing, maintenance, and repair of transportation casks. The

purpose of the inspection was to observe the maintenance and repair activities performed on transportation casks at Chem-Nuclear Systems, Inc. (CNSI) and to review the implementation of the CNSI Quality Assurance (QA) program. Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and obser-vations by the inspectors.

Activities observed during the NRC inspection included the inspection performed by CNSI staff upon the arrival of the cask at the site, removing the lid and preparing the cask for unloading, unloading the cask contents, inspection of the gaskets for damage, repair of two gaskets, and replacing the lid in preparation for another shipment. Within the scope of the inspection, the NRC inspectors determined that the activities reviewed were being performed in accordance with the NRC requirements of 10 CFR Part 71 and 10 CFR Part 21 and i
