SUPPORTING STATEMENT for Collection of Information on Reactor Operator and Senior Reactor Operator Licensing Training and Requalification Programs 1.

JUSTIFICATION a.

Need for the Information Collection Information on the operator training and requalification programs is required to enable the NRC staff to develop examinations as required by 10 CFR 55.21, 55.22, 55.23 and Appendix A.

LA proposed rule was published in the Federal Register (49 FR 46428) on November 26, 1984, that will change the sections to 55.41,55.43,55.45and55.59.]

Submittal of this information is mandatory. Information consists of lesson plans, system descriptions, and other training material used in the training programs as described in the enclosed form letters.

b.

Practical Utility of the Information Collection The information will be used to develop requalification examinations and examinations for reactor operators and senior reactor operators as required by 10 CFR 55. Since the licensees / applicants routinely maintain copies of this training material for reference, the only effort required of them is to reproduce and transmit the material. The volume of material is typically 2,000 pages for license exams and 500 pages for requalification exams. The infonnation will be submitted to the Operator Licensing Branch or appropriate Regional Office of the NRC and will be returned to the licensee / applicant after the examination process is completed.

Duplication with other Collection of Information This information does not duplicate or overlap other information collections made by the NRC or other Government agencies.

DESCRIPTION OF THE INFORMATION COLLECTION a.

Number and Type of Respondents Approximately 83 licensee / applicant training organizations will be requested to submit the information. This number accounts for multiple unit plants and similar/ dissimilar units at a single site. This number has increased by 22 from the previous OMB submittal to reflect the current number of licensee / applicant organizations.

Reasonableness of the Schedule for Collecting Information License Training Program:

Licensee / applicants shall submit the training information as required to support their needs for initial or replacement licensed operators.

Typically, this occurs once for initial (cold) licenses and twice per year for replacement (hot) licenses.

Requalification Program:

The NRC administers requalification examinations to approximately 50% of the facilities each year. Each facility will be administered an NRC examination every two years. The training information should be submitted on a biennial basis coinciding with completion of the requalification cycle. To reduce burden on the licensees and reactor operators, the NRC requalification examination will be given at approximately the same time as the licensee's annual requalification examination.

c.

Method of Collecting the Information Since all of the requested information is already in use as part of the operator licensing and requalification training program, the regulatory objectives can be achieved with a minimum burden on the licensees / applicants. Other methods of collection such as on-site review, microfilm submittal, automated submission, one-time submittal with annual update, or simplification of format would impose significant annual burdens on the licensees. The submittal of this information will simply require duplication of the available training materia'l.

No new information is required. The information would be requested by a letter i

similar to Enclosure 1 or 2, which would be sent 90 days before the scheduled examinations.

d.

Record Retention Period No records need to be retained by the licensees.

Reporting Period License Training Program:

The information will be submitted by each licensee / applicant to the NRC on the following schedule: once for cold license exams and twice per year thereaf ter for hot license exams.

Requalification Program:

The information will be submitted by each licensee / applicant to the NRC on a biennial basis consistent with the requalification and training cycle.

Approximately $41,500 is the estimated cost to collect and transmit the material ($500/ plant x 83 plants = $41,500). [The $500/ plant is arrived at by estimating 6000 (3 x 2000) pages at Sc per page for reproduction costs = $300, plus $200 for packaging, handling and shipping costs.]

Requalification Program:

Approximately 55187 is the estimated cost to collect and transmit this material ($125/ plant x 41.5 plants = $5187).

[The $125/ plant is arrived at by estimating 1500 (3 x 500) pages at Sc per page for reproduction costs = $75, plus 550 for packaging, handling and shipping costs.]

In order for us to meet the above schedule, it will be necessary for the facility to furnish the approved reference material listed in Attachment 1,

Our examinations are scheduled far in advance with considerable planning to utilize our present limited examiner manpower and to meet the examination dates requested by the various facilities. Therefore, missing the (date) deadline, even by a few days, likely will result in a long delay because it may not be possible to reschedule examinations at other facilities. Mr.

has been advised of our reference material sets that are required, and the examiner's names and addresses where each set is to be mailed.

The facility management is responsible for providing adequate space an facilities in order to properly conduct the written examinations.. " Administration of Reactor / Senior Reactor Operator Licensing Written Examinations," describes our requirements for conducting these examinations. Mr.

has also been informed of these requirements.

In addition, to better document simulator examinations the chief examiner will have the facility simulator operator record prespecified plant 4

conditions (i.e., plant pressure, temperature, pressurizer level, etc.), for each sinalator scenario. The candidate will be responsible for providing this information along with any appeal of his simulator operating examination. Therefore, the facility training staff should retain the simulator examination scenario information until all candidates taking the examination have either passed the operations examination or all appeals filed by the candidates who failed the operating examination have been 4

completed.

2 All reactor operator and senior reactor operator license applications should normally be submitted at least 60 days before the first examination dates so that we will be able to review the training and experience of the candidates, process the medical certifications, and prepare final examiner assignments after candidate eligibility has been determined.

If the applications are not received at least 30 days before the examination dates, it is likely that a postponement will be necessary.

This request for information was approved by the Office of Management and Budget under Clearance Number 3150-0101, which expires June 30, 1986.

I REFERENCE MATERIAL REQUIREMENTS FOR REACTOR / SENIOR REACTOR OPERATOR LICENSING EXAMINATIONS 1.

Existing learning objectives and lesson plans (including training manuals, plant orientation manual, system descriptions, reactor theory, thermodynamics,etc.)

Training materials should include all substantive written material used for preparing candidates for initial R0 and SRO licensing. The written material should be inclusive of learning objectives and the details presented during lecture, rather than outlines. Training materials should be identified by plant and unit, bound, and indexed.

Failure to provide complete properly bound and indexed plant reference material will result in canceling and rescheduling of the examinations. Training materials which include the following should be provided:

System descriptions including descriptions of all operationally relevant flow paths, components, controls and instrumentation. System training material should draw parallels to the actual procedures used for operating the applicable system.

Complete and operationally useful descriptions of all safety system interactions and, where available, 80P system interactions under emergency and abnormal conditions, including consequences of anticipated operator error, maintenance error, and equipment failure.

Training material used to clarify and strengthen understanding of emergency operating procedures.

Comprehensive theory material that includes fundamentals in the area of theory of reactor operation, thermodynamics, heat transfer and fluid flow, as well as specific application to actual in-plant components.

For example, mechanical theory material on pumps should include pump theory as well as descriptions of how these principles actually apply to major plant pumps and the systems in which they are installed (i.e., Reactor Coolant Pumps, all ECCS pumps, Recirculation pumps, Feedwater pumps and Emergency Feedwater pumps).

Reactor Theory material should include descriptions that draw explicit ties between the fundamentals and the actual operating limits followed in the plant (i.e., reactor theory material should contain explanations how principles relate to the actual curves used by operators to verify shutdown margin or calculate an ECP).

A list (or if too comprehensive, a description) of those individual breakers and interlocks that can be tripped or failed as is. This should include mechanisms by which main and emergency power systems can be partially and totally failed.

e.

A list (or if too comprehensive, a description) of those individual indicators that may be failed.

A list of all major control board indicators along with a control board map that shows the location, type and quantity of each instrument and annunciator.

g.

Where the capability exists, an explanation of the ability to vary the severity of a particular malfunction should be provided, i.e.,

ability to vary the size of a given LOCA or steam leak, or the ability to cause a slow failure of a component such as a feed pump, turbine generator or major valve (e.g. drifting shut of a main feedwater control valve, h.

An indication of modeling conditions / problems that may impact the examination.

The above reference material should be approved, final issues and should be so marked.

If a plant has not finalized some of the material, the chief examiner is responsible for ensuring that the most complete, up-to-date material is available and that agreement has been reached with the licensee for limiting changes before the administration of the examination. All procedures and reference material should be bound with appropriate indexes or tables of contents so that they can be used efficiently.

, REQUIREMENTS FOR ADMINISTRATION OF WRITTEN EXAMINATIONS Operator Licensing Branch requirements are:

1.

A single room shall be provided for completing the written examination.

The location of this room and supporting restroom facilities shall be such as to prevent contact with all other facility and/or contractor personnel during the duration of the written examination.

If necessary, the facility should make arrangements for the use of a suitable room at a local school, motel, or other building. Obtaining this room is the responsibility of the licensee.

2.

Minimum spacing is required to ensure examination integrity as determined by the chief examiner. Minimum spacing should be one candidate per table, with a 3-ft space between tables. No wall charts, models, and/or other training materials shall be present in the examination room.

3.

Suitable arrangements shall be made by the facility if the candidates are to have lunch, coffee, or other refreshments. These arrangements shall comply with Item 1 above.

These arrangements shall be reviewed by the examiner and/or proctor.

4.

The facility staff shall be provided a copy of the written examination and answer key after the last candidate has completed and handed in his written examination. The facility staff shall then have until the end of the exam week to provide formal written connents with supporting documentation on the examination and answer key to the chief examiner or to the regional office section chief.

5.

The licensee shall provide pads of 8-1/2 by 11 in. lined paper in unopened packages for each candidate's use in completing the examination.

The examiner shall distribute these pads to the candidates. All reference material needed to complete the examination shall be furnished by the examiner. Candidates can bring pens, pencils, calculators, or slide rules into the examination room, and no other equipment or reference material shall be allowed.

6.

Only black ink or dark pencils should be used for writing answers to questions.

All of the above referenced material should be approved, final issues and should be so marked.

Uncontrolled, preliminary, or other such issues will not be acceptable. All procedures and reference material should be bound or in the form used by the control room operators, with appropriate indexes or tables of contents to ensure efficient use.
