APPENDIX A NOTICE OF VIOLATION Combustion Engineering, Inc. Docket No. 70-1100 Windsor, Connecticut 06095 License No. SNM-1067 As a result of the inspection conducted on January 27-31, 1986, and in accord-ance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

A. 10 CFR 70.32(e) states, in part, that the licensee shall maintain records of changes to the security plan, made without prior Commission approval, for a period of two years from the date of the change, and shall furnish to the Commission, a report containing a description of each change within two months after the change is made.

Contrary to the above, on January 29 and 31,1986, the inspector found '

that the licensee had made several changes to its physical security plan during August 1983, and February 1984, but had not submitted these changes to the Commission within two months. Examples of the changes are as

Pursuant to the provisions of 10 CFR 2.201, Combustion Engineering, Inc.,

Windsor, Connecticut 06095 is hereby required to submit to this office within i thirty days of the date of the letter which transmitted this Notice, a written l

statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to ex-l tending this response time.
